Has the situation at MMSD improved? When I flew there in 2014 the DGAC was refusing to issue multi-entry permits if landing after 2PM, the airport had eliminated aviacion general and was mandating use of the private FBO costing several hundreds of dollars just to land and park. For obvious reasons I've been extremely hesitant to ever go back there.
