Mexico's Civil Aviation Authority (AFAC) has issued an official communication (4.1.2-4093) on December 13, 2023 announcing the implementation of a Ramp Check Inspection Program, which will be in effect from December 13, 2023, through January 14, 2024. The stated objective is to conduct random inspections on General Aviation (Private and charter) aircraft operating in Mexico to verify the airworthiness status of both Mexican and foreign registered aircraft. Exactly how the determination if a US or Canadian aircraft is airworthy has yet to be clarified. Therefore, it is imperative that the following original documents are current and readily available during your operations:
Aircraft Documentation: Airworthiness Certificate Aircraft Registration Certificate Complete Insurance Policy and Policy receipt
Crew Documentation: Medical Certificate Airman Certificate
Additional Requirement: Maintenance logbook demonstrating that required maintenance has been performed (Copy of most recent pages) Journey logbook documenting flight history
Any aircraft deemed to be un-airworthy will be subject to enforcement action and be the recipient of a significant fine. Reports received thus far from our representatives at various airports in Mexico are documenting inspection times of between 20 to 40 minutes. We recommend that crews brief their passengers about the possibility of an inspection and that the experience could be somewhat intimidating.
