We would like to share with all of you this information that we received from Osprey Flight Solutions regarding the safety of operating in South American countries:

Since the start of August, there have been several reports of military and police forces in South American countries locating and seizing civilian aircraft suspected of trafficking narcotics.

While legal civil aviation flights are unlikely to be directly targeted via kinetic engagements, there remains a latent but credible risk of misidentification by military air and air-defence assets.

Overall, we continue to assess Paraguay and Suriname to be MODERATE risk aviation operating environments and Bolivia to be a HIGH risk aviation operating environment. In addition, we assess Brazil to be a MODERATE risk airspace environment below FL100 and Peru to be a MODERATE risk airspace environment at all altitudes.

RECOMMENDATIONS

Operation:
Given this situation, we recommend that all operators plan their trips considering this existing risk.
Always ensure that you are operating within the legal parameters of each country and FIR.

Flight Plans:
All aircraft and crew documents must be up to date and valid and all Flight Plans filed must be filed with the correct routes and considering alternate airports.

Overflight and Landing Permits:
Many countries in this region require overflight and landing permits that must be obtained prior to the operation. In many cases, these permits may thake a few days to be approved. We recommend allowing enough time to obtain ALL required permits.
