Another oddity of the multi-entry permit I received in Mexico was that it specifically listed the names of my passengers. Since this is a multi entry permit, I pointed out that I might not fly back to Mexico with the same passengers, and wouldn’t the explicit listing of the passengers present a problem? The inspector at MMSF Luis assured me that there wouldn’t be a problem as long as I was flying to MMSF, but seemed to imply that my mileage could vary if I was flying to or from another airport. Is there official guidance on this? Is the permit only valid for the entire year with the same passengers? I thought the permit was specific to the plane and not the passengers.

Hello, frcabot, this is not common practice. Most multple entry permits will be issued for the aircraft. However, we have seen instances where the permit also includes the names of the crew and/or passengers. If you could email us a copy of the permit that you received, we can request further clarification from the local Authorities at MMSF.
