Effective March 5, 2008, the International Civil Aviation Organization (ICAO) requires the following certificate holders who operate internationally to have a certificate stating that the holder is proficient in the use of the English language: Private, commercial, and airline transport pilots with powered aircraft ratings, Flight engineers and flight navigators We have received reports of the FAA conducting ramp checks at CBP Airports Of Entry in the USA. Amongst the things that they are looking for is that pilots have complied with the "English Proficient" requirement Airman Certificate (Pilot License). We all know that being able to read, write and speak English is a requirement for getting a Pilot License from the FAA but nonetheless, the FAA is checking. Also, the Civil Aviation Authorities of foreign countries have been known to look for this compliance as well If you are planning an international trip, please be sure that you verify that the phrase "English Proficient" is printed on the back of your license so that you do not run the risk of legal problems with the FAA or the Civil Aviation Authorities of foreign governments.
